What is a Retrofit Assessment?
A Retrofit Assessment is the mandatory first step for any energy efficiency upgrades funded by government schemes. It is a deep-dive evaluation of the dwelling that builds a precise model for energy modelling, ensuring that improvement measures are safe, effective, and tailored to the specific property.
Under PAS 2035:2023, all publicly funded energy retrofit projects in England and Wales must begin with a compliant Retrofit Assessment carried out by a certified Retrofit Assessor. Without one, your project cannot access ECO4, Great British Insulation Scheme (GBIS), or Social Housing Decarbonisation Fund (SHDF) funding.
Why do you need one?
- PAS 2035 Compliance: Required for all publicly funded energy retrofit projects.
- Funding Eligibility: Unlocks schemes including ECO4, GBIS, and SHDF.
- Risk Reduction: Identifies existing damp, mould, and structural defects before installation, preventing problems post-works.
- Carbon Reduction: Provides a clear, evidenced pathway to lowering property carbon emissions.
Three stages to a complete assessment.
Our Retrofit Assessment is a structured, three-stage evaluation. Each stage builds on the last to produce the comprehensive dwelling model your Retrofit Coordinator and Designer need to specify and deliver effective measures.
Condition Report
A thorough inspection of the current state of the dwelling before any measures are specified.
- Structural integrity check
- Detailed logging of damp, mould, and structural defects
- Ventilation audit — current paths and adequacy
Occupancy Assessment
Understanding how the occupants actually use the dwelling and how that affects building performance.
- Evaluation of heating and hot water use patterns
- Impact analysis — occupant behaviour and building performance
Energy Performance Validation
Detailed data collection to underpin the energy model and lodge the property's EPC.
- RdSAP data collection — walls, floors, roofs, and openings
- EPC creation and lodgement
Built for every delivery partner.
From large social housing programmes to single private landlord properties, our Retrofit Assessments are designed to fit your delivery model and funding route.
Social Housing Providers
Robust, audit-ready compliance for large-scale housing stock upgrades. We coordinate batch assessments to keep your SHDF or ECO4 programme on schedule.
Principal Contractors
Fast, reliable assessments to keep your delivery timelines on track. Clean data handovers mean your Retrofit Coordinators and Designers can start work without delay.
Local Authorities
Expert documentation to secure and execute decarbonisation grants. PAS 2035 compliant assessments that satisfy scheme administrators and audit requirements.
Private Landlords
Cost-effective routes to meet upcoming MEES regulations. A Retrofit Assessment gives you the evidence base to plan and prioritise energy improvements across your portfolio.
Accredited assessments, audit-ready compliance.
Elmhurst-certified Retrofit Assessors, robust, audit-ready compliance documentation, and seamless data handovers to your Retrofit Coordinators and Designers — delivered across England and Wales.
EPC lodgement included
Energy Performance Validation and EPC lodgement are built into every Retrofit Assessment — no additional fees for the RdSAP data collection or certificate.
PAS 2035 Accredited
All assessments are fully compliant with PAS 2035:2023 and carried out by Elmhurst-certified Retrofit Assessors. Accepted by ECO4, GBIS, and SHDF scheme operators.
All Three Stages Covered
Condition Report, Occupancy Assessment, and Energy Performance Validation delivered by one team — clean, integrated data ready for your Retrofit Coordinator and Designer.
Rapid Turnaround
Efficient on-site data collection and prompt report delivery to prevent delays to your project programme. Batch scheduling available for large housing stock programmes.
Seamless Data Handover
Structured data handovers to your Retrofit Coordinators and Designers. We produce reports in the formats required by your funding scheme and downstream team.
Risk Reduction Built In
Thorough defect identification during the Condition Report stage flags damp, mould, ventilation, and structural issues before measures are installed — protecting occupants and your programme.

Retrofit Assessment questions.
Everything you need to know about PAS 2035 Retrofit Assessments — what they involve, who needs one, what funding schemes require them, and how we work with your Retrofit Coordinator.
Still Got a Question? Ask Us What is a Retrofit Assessment and when do I need one?
A Retrofit Assessment is a comprehensive dwelling inspection carried out by a certified Retrofit Assessor under PAS 2035:2023. It is the mandatory first step for any energy efficiency upgrade funded by a government scheme — including ECO4, the Great British Insulation Scheme (GBIS), and the Social Housing Decarbonisation Fund (SHDF). Without a compliant Retrofit Assessment, your project cannot proceed under these funding routes.
What is PAS 2035 and why does it matter?
PAS 2035 is the publicly available specification that sets out the requirements for whole-house retrofit in the UK. It defines the roles, competencies, and processes — including the Retrofit Assessment, Retrofit Coordinator, and Retrofit Designer — that must be followed for all publicly funded energy retrofit projects. All work funded through ECO4, GBIS, and SHDF must be PAS 2035 compliant.
What does a Retrofit Assessment involve?
Our Retrofit Assessment covers three stages: a Condition Report (structural integrity check, defect identification, and ventilation audit); an Occupancy Assessment (understanding how occupants use heating and hot water, and the impact of behaviour on building performance); and Energy Performance Validation (RdSAP data collection — detailed measurements of walls, floors, roofs, and openings — plus EPC lodgement).
Who needs a Retrofit Assessment?
Anyone delivering energy efficiency improvements under a publicly funded scheme requires a PAS 2035 compliant Retrofit Assessment. This includes social housing providers upgrading stock under SHDF, principal contractors delivering ECO4 or GBIS measures, local authorities executing decarbonisation grants, and private landlords seeking to meet upcoming MEES (Minimum Energy Efficiency Standards) requirements.
What is the difference between a Retrofit Assessor and a Retrofit Coordinator?
A Retrofit Assessor carries out the dwelling inspection and produces the Retrofit Assessment. A Retrofit Coordinator then manages the project — overseeing design, installation, and quality assurance. The two roles are distinct under PAS 2035. UKBC delivers the Retrofit Assessment and hands over clean data to your nominated Retrofit Coordinator or Designer.
Does a Retrofit Assessment include an EPC?
Yes. Energy Performance Validation is the third stage of our Retrofit Assessment and includes RdSAP data collection and lodgement of the property's EPC. The EPC underpins the energy modelling that your Retrofit Coordinator and Designer will use to specify improvement measures.
How long does a Retrofit Assessment take?
A typical dwelling assessment takes approximately 1.5 to 3 hours on site, depending on property size and complexity. Report delivery follows within a few working days. For large programmes across multiple properties, we can coordinate batch scheduling to keep your delivery timelines on track.
Do you cover all of England and Wales?
Yes — our certified Retrofit Assessors deliver assessments across England and Wales. Retrofit Assessments are an England and Wales service; PAS 2035 applies to both jurisdictions. Contact us with your programme locations and we will confirm coverage.
What accreditation do your Retrofit Assessors hold?
All UKBC Retrofit Assessors are certified to the Elmhurst standard, which is one of the leading accreditation schemes for PAS 2035 compliance. Our assessments are accepted by scheme operators and funding bodies across England and Wales.
