What is The London Plan?
The London Plan is the statutory spatial development strategy for Greater London. First introduced in 2004 and updated most recently in 2021, it sets out how the capital will grow sustainably — with energy, carbon and overheating policies that every major development in the 33 boroughs must satisfy at planning stage.
The headline energy requirement is a 35% reduction in regulated CO2 emissions compared with the Part L baseline, achieved through the Be Lean / Be Clean / Be Green energy hierarchy. The Plan also covers water (Policy SI 5, targeting 105 l/p/day), overheating (Policy SI 4), and sustainable drainage, biodiversity, transport and embodied carbon in various forms.
Who needs to comply?
Any major development in any of the 33 London boroughs — typically 10+ dwellings or 1,000m²+ non-residential, though some boroughs apply the policies to smaller schemes. Schemes above 150 dwellings or of strategic importance are referred to the GLA (Greater London Authority) for formal review.
What about individual boroughs?
Every borough has its own local plan on top of The London Plan. Some (Islington, Camden, Enfield) target net zero operational carbon. Others prioritise specific heat networks (Westminster, Southwark). Some demand circular-economy or embodied-carbon reporting. We know which overlays apply to your site and model against the correct combined target.

Cooling hierarchy (Part O)

What's the Be Lean / Be Clean / Be Green hierarchy?
The London Plan's energy hierarchy sequences carbon reductions: Be Lean (reduce demand through better fabric, glazing and air tightness), Be Clean (supply energy efficiently via heat networks or efficient plant), Be Green (supply low-carbon energy via heat pumps, solar PV, etc). Each stage must be attempted before moving to the next.
When do I need London Plan compliance documents?
For any major development (usually 10+ dwellings or 1,000m²+ non-residential) in any of the 33 London boroughs. Some boroughs apply the policy to smaller schemes. The Energy Statement and underlying calculations are submitted at planning application stage, not Building Control.
Do I need a Water Calculation for London Plan?
Yes. London Plan Policy SI 5 requires non-residential developments to meet BREEAM water-efficiency standards, and residential developments to achieve the tighter 105 l/p/day target (rather than the Part G standard of 125). Our package includes the water calculation as standard.
What is the cooling hierarchy?
Part O and The London Plan both require developments to reduce overheating risk. The cooling hierarchy works in order: (1) reduce internal heat gains, (2) reduce heat entering the building, (3) manage heat within the building, (4) provide passive ventilation, (5) provide mechanical ventilation, (6) active cooling (last resort). We model this in the overheating assessment.
Do you liaise with the GLA on referable schemes?
Yes. Larger schemes (over 150 dwellings or referable by size/nature) are reviewed by the GLA. We produce the energy documents to the GLA's Stage 1/Stage 2 reporting format, and we respond to their questions through determination. Our experience with the GLA review process means fewer surprises at referral stage.
Does the London Plan 35% target change?
Yes — the target has tightened over successive London Plan revisions, and is now pushing towards net zero in aligned boroughs. We track changes, revise applications mid-flight at no extra charge if policy tightens during determination, and advise whether targeting the current or upcoming standard is better for your scheme.
