What is a Regulation 25A report?
Regulation 25A is a Building Regulations requirement that applies before construction of a new building begins. It requires the technical and economic feasibility of high-efficiency alternative systems — heat pumps, solar PV, district heating and other low-carbon technologies — to be analysed and documented as part of the building control submission.
The analysis must be carried out before work starts on site. It is not an afterthought or a tick-box — it is a required part of the design process, and building control will expect to see it alongside your SAP or SBEM calculations and energy compliance documents.
Why it matters beyond compliance
A genuine appraisal of alternative energy systems can improve the scheme's energy strategy. Considering heat pumps, solar PV, heat networks and other low-carbon options at design stage — rather than under time pressure — often surfaces viable improvements before the scheme is locked in.
Who commissions it?
Developers, architects and contractors constructing new buildings who need to evidence consideration of alternative energy systems as part of their building control submission. It is typically commissioned at the same time as SAP or SBEM calculations and an energy statement.
Four reasons it belongs in your submission.
Regulation 25A is a pre-construction requirement, not an optional extra. Here is why it matters and how it fits with the rest of your compliance documents.
A Regulatory Requirement
Regulation 25A requires the feasibility of high-efficiency alternative systems to be analysed and documented before work starts on a new building. It is part of the Building Regulations — not an optional planning condition.
- Required before construction begins
- Part of building control submission
Building Control Evidence
The report provides the documented consideration of high-efficiency alternative systems that building control expects to see. A clear, professionally prepared document avoids queries and delays at submission stage.
- Clear documented analysis
- Reduces building control queries
Better Design Decisions
A genuine appraisal of heat pumps, solar PV, heat networks and other low-carbon options at design stage — rather than under programme pressure — can improve the scheme's energy strategy and inform specification choices.
- Early-stage options appraisal
- Informs energy specification
Supports Your Other Compliance Documents
Produced alongside your energy statement and SAP or SBEM calculations, the Regulation 25A analysis keeps the energy strategy consistent across all documents for building control.
- Consistent with SAP/SBEM & energy statement
- One provider for all energy documents
A genuine appraisal, not a template.
Experienced energy assessors, fast turnaround to fit pre-construction timescales, and integrated delivery with your SAP, SBEM and energy statement — so all your compliance documents arrive together.
One package, all energy documents
Regulation 25A, SAP/SBEM and energy statement delivered together — consistent energy strategy, one point of contact, no crossed wires between documents.
Experienced Energy Assessors
Reports are prepared by assessors with hands-on experience across SAP, SBEM and energy statement work — not a boilerplate template dropped onto your project.
Genuine Feasibility Appraisal
We analyse each high-efficiency alternative system against your specific scheme — location, building type, proposed servicing strategy — and provide a reasoned conclusion, not a tick-box exercise.
Integrated with SAP & SBEM
Delivered alongside your SAP or SBEM calculations and energy statement so the energy strategy is consistent across all documents — one provider, no crossed wires.
Tailored to Your Scheme
Heat pumps, solar PV, heat networks, CHP — we consider what is genuinely feasible for your project and location, and explain the reasoning clearly for building control.
Pre-Construction Timescales
Fixed-price, fast turnaround so the report lands in time for your building control submission. Tell us your start-on-site date and we will work to it.
Nationwide Coverage
We deliver Regulation 25A reports across England and Wales for developers, architects and contractors of all sizes — from single dwellings to large commercial schemes.
Four steps to your Regulation 25A report.

Regulation 25A questions.
What the requirement covers, when you need it, and how it fits alongside your other energy compliance documents.
Still Got a Question? Ask Us What is Regulation 25A?
Regulation 25A is a Building Regulations requirement to analyse the technical and economic feasibility of high-efficiency alternative systems — such as heat pumps, solar PV, district heating and other low-carbon options — before construction of a new building begins. The analysis must be documented and is part of the building control submission.
When is a Regulation 25A report needed?
Before construction begins on a new building. The feasibility analysis must be completed at the design stage and submitted as part of your building control application, so it needs to be in place before work starts on site.
Which buildings does it apply to?
Regulation 25A applies to new buildings. We will confirm exactly how it applies to your specific project — the scope can vary and we are happy to advise at no charge.
What systems are appraised?
The appraisal covers high-efficiency alternative (low-carbon) systems including heat pumps (air source and ground source), solar photovoltaic, district or community heating networks, combined heat and power, and other relevant low-carbon technologies. We assess the technical and economic feasibility of each for your specific scheme.
Can you produce the Regulation 25A report alongside my energy statement and SAP?
Yes — and this is how we typically deliver it. Producing the Regulation 25A report at the same time as your energy statement and SAP or SBEM calculations keeps the energy strategy consistent across all documents and saves time. We offer a combined package.
What does the report actually contain?
A review of your scheme details and proposed servicing strategy; a technical and economic feasibility appraisal of relevant high-efficiency alternative systems; a reasoned recommendation on which systems are viable for the project; and a clear documented conclusion for building control — all prepared before construction begins.
How long does it take?
Turnaround depends on scheme complexity and how quickly we receive scheme details, location and proposed servicing information. We work to pre-construction timescales — tell us your start-on-site date and we will plan around it.
How much does a Regulation 25A report cost?
Pricing is on request — send us your scheme details and we will quote a fixed price. Reports produced alongside SAP/SBEM and energy statement work are typically offered as a package.
