An Energy Statement is a planning document that outlines how a new development will meet the energy efficiency and carbon reduction standards set by the local planning authority. It covers building materials, fabric specification, heating and cooling systems, air tightness, and any renewable energy installations.

For developments in London Plan boroughs, the Energy Statement must typically demonstrate a 35% reduction in carbon emissions compared with the Part L baseline. Outside London, many local authorities set their own carbon or sustainability targets — especially for greenbelt, rural and strict-planning areas.

Who needs one?

Typically any development of 10+ dwellings, most non-residential schemes over 1,000m², and any project in a borough where the local plan requires it. Greenbelt developments, net-zero-branded projects and Passivhaus schemes are also common cases — if in doubt, tell us the site address and we will confirm free of charge.

How does it fit with SAP, Water and Overheating?

The Energy Statement pulls together the underlying compliance documents — SAP or SBEM calculations for carbon, water efficiency calculations for Part G, and Part O overheating where applicable — and explains the numbers in planning-policy language for the planning officer. Do I need a SAP at the same time?

What's the difference between an Energy Statement and a Sustainability Statement?

An Energy Statement focuses specifically on energy efficiency and carbon. A Sustainability Statement is broader — covering water, materials, biodiversity, transport, and construction impacts too. Some boroughs ask for one, some the other, some both. We cover both formats.
